Narra Residences (翠岚轩) at 50 to 64 Dairy Farm Walk is built by Dairy Farm Walk JV Development Pte. Ltd., a company formed specifically to deliver this 540-unit development in District 23. Its UEN is 202505347Z, its developer licence is C1541, issued on 3 October 2025, and its registered office is 531 Yishun Industrial Park A, Santarli Building, Singapore 768739. The licence covers 540 flats with commercial units on Lot 02920V MK16 at Dairy Farm Walk.
The Urban Redevelopment Authority awarded the Dairy Farm Walk Government Land Sales site to four companies when the tender closed on 14 January 2025: SNC2 Realty Pte. Ltd., a subsidiary of Santarli Construction, Apex Asia Alpha Investment Two Pte. Ltd., Soon Li Heng Civil Engineering Pte Ltd and Kay Lim Realty Pte. Ltd. The winning bid was S$504,515,000, or S$1,020 per square foot per plot ratio against a maximum permissible gross floor area of 45,951 sqm. The parcel drew two bids. The second, from Sim Lian Land and Sim Lian Development, was S$410 million, or S$829 per square foot per plot ratio, making the winning bid 23.1% higher.
The professional team is P&T Consultants Pte Ltd as architect, Ecoplan Asia Pte Ltd as landscape consultant, KCL Consultants Pte Ltd as civil and structural engineer, Squire Mech Pte Ltd as mechanical and electrical engineer, Index Design Pte Ltd as project interior designer, and Kimly Construction Pte Ltd as main contractor. The developer’s solicitor is Allen & Gledhill LLP, and the project account is held with United Overseas Bank Limited under account number 761-335-518-8.

Santarli Construction Pte Ltd was incorporated on 28 June 1983 and is registered at 531 Yishun Industrial Park A, Santarli Building, the same address as Dairy Farm Walk JV Development Pte. Ltd. Its registered principal activity is building construction. Over four decades it has grown from a general contractor into a group working across institutional, commercial, industrial and residential building alongside civil engineering, and it was an early adopter of precast technology in Singapore. In 2015 it undertook a land reclamation and civil infrastructure project valued at over S$1 billion, its largest to date.
Santarli’s development arm, Santarli Realty Pte Ltd, began with Adora Green in Yishun, a 806-unit development across six 16-storey blocks completed in September 2013, with Santarli as main contractor in a joint venture with Guthrie. It went on to acquire two executive condominium sites with joint venture partners: Tenet, a 618-unit EC at Tampines Street 62 launched in December 2022 with Qingjian Realty, and Altura, a 360-unit EC at Bukit Batok West Avenue 8, also with Qingjian Realty.
Having a builder as the lead partner shapes how Narra Residences is being constructed. The development uses PPVC (Prefabricated Prefinished Volumetric Construction) and PBU (Prefabricated Bathroom Unit) methods, which produce tighter dimensional tolerances and more consistent finishes than cast-in-place work, and which move much of the noise and dust off the site and into a factory.

Kay Lim Realty Pte. Ltd. is the property development and investment arm of the Kay Lim Group, a Singapore construction and engineering group whose business spans building construction, civil engineering and real estate development. It is the fourth party to the Dairy Farm Walk tender, and its participation adds to the construction capacity and financial standing behind a 540-unit project.
